I would agree, but the river flowing through the middle of it and the historic Durham/Yorkshire boundary means people don't see themselves as being part of a single area. Plus the demographics are very different - Hartlepool has little in common with Yarm for example. Saltburn people probably wouldn't want to be part of an area with, say, Billingham.
